The pre-charge pressure of an expansion tank should be equal to the fill pressure of water in the system required to reach the highest pipe in the system. The pressure gauge in the mechanical room will read the static pressure of the water required to reach the highest system point. That pressure will be used for the pre-charge pressure in the shell of the bladder tank. As the system water heats, it will expand into the bladder of the tank.
